The Indian government Mandates Mobile Manufacturers to Pre-install Handsets with Government-Backed Cyber Safety App

In a major step, India's telecommunications authority has privately directed mobile phone manufacturers to include all new handsets with a state-owned cybersecurity tool that must remain installed. This order, which was revealed, is set to alarm major technology firms like Apple and prompt questions among consumer watchdogs.

An International Trend in Digital Security Policy

Addressing a growing wave of online fraud and phone theft, India is following regulators internationally. This action mirrors similar rules introduced in nations like Russia, which aim to curb the use of lost phones for scams and push state-backed applications.

Which Manufacturers Are Affected by the Order?

The recent mandate applies to leading mobile phone companies operating in the domestic market. Among them are Apple, a company that has previously locked horns with regulators over similar applications, as well as giants like Samsung, Vivo, Oppo, and Xiaomi.

Specifics of the Government Mandate

An order dated 28 November provides phone manufacturers a three-month deadline to ensure that the government's "Messenger Friend" app is factory-loaded on all new handsets. A key provision is that users cannot disable the software.

For phones currently in the supply chain, companies are directed to send the app via system updates. It is important that this directive was sent confidentially and was dispatched selectively to chosen manufacturers.

User Consent Worries Raised

However, technology analysts have raised serious apprehensions regarding this decision. A legal expert specialising in tech issues stated that India's action is a cause for concern.

“The government effectively erodes user consent as a meaningful choice,” commented Mishi Choudhary, an expert working on digital advocacy issues.

Consumer organisations had previously criticised a similar requirement by Russia in August for a government-sponsored communication app to be pre-installed on phones.

The Size of the Domestic Market

India, one of the world's largest mobile markets, boasts over 1.2 billion subscribers. Official data show that the cybersecurity app, launched in January, has already helped tracking down over 700,000 lost phones, with approximately 50,000 recovered in October alone.

The government states that the tool is vital to combat the “serious endangerment” of mobile network cybersecurity from cloned or spoofed IMEI numbers, which enable fraud and system abuse.

Apple's Position

Apple's iOS powers an estimated 4.5% of the 735 million mobile phones in India, with the vast majority using Android, according to industry analysis. While Apple includes its own first-party apps on its devices, its internal guidelines are said to forbid the installation of any government app before the sale of a smartphone.

“Apple has in the past refused such demands from authorities,” noted Tarun Pathak, a research director at Counterpoint.

“It’s probable to pursue a negotiated solution: rather than a mandatory pre-install, they might discuss and propose an option to encourage users towards installing the application.”

Queries for comment from Apple, Google, Samsung, and Xiaomi went unanswered. India’s telecoms ministry also did not respond.

The Role of the IMEI and the Application's Function

The IMEI, or International Mobile Equipment Identity, is a unique identification number assigned to each mobile device. It is typically used by operators to block network access for phones reported as lost.

The Sanchar Saathi app is chiefly designed to help users block and locate lost or stolen phones across all mobile carriers, using a central registry. It also lets them to identify, and block, unauthorised mobile connections.

Notable Adoption and Outcomes

With over 5 million downloads since its inception, the software has reportedly helped block over 3.7 million missing mobile phones. Furthermore, more than 30 million illegal connections have also been disconnected through its use.

The authorities claims that the software aids in preventing digital threats and assists in the locating and blocking of missing phones, thereby helping police in recovering devices and keeping counterfeits out of the black market.
